What is a Solid Waste Management Authority/District?

There are 52 solid waste management authorities/districts covering the 88 counties of Ohio.  Some counties combined efforts, and others created standalone entities.  Created under Ohio House Bill 592 in 1989, solid waste management authorities/districts have the mission to reduce reliance on landfills and must create solid waste plans to fulfill that mission.
